The Return on Rate Base is one of the indicators of a utiltity's financial performance.
It is computed as the ratio of operating income to the utility’s rate base expressed as
a percentage. Meralco’s current unbundled tariff were based on an RORB equivalent to its
weighted average cost of capital (WACC) for the year 2000, as determined by the ERC.
