Taking part in a bid

Each invitation sets out its own requirements. Refer to the notice for the complete instructions and dates.

  1. Review the invitation

Read the scope of procurement, calendar of activities and eligibility requirements for the goods or services you can supply.

  2. Prepare your documents

Check the requirements for accredited and non-accredited vendors, together with any bid document fee stated in the invitation.

  3. Submit your Letter of Intent

Follow the invitation’s email instructions, use the required subject line and send the complete supporting documents before the stated deadline.

Email submission requirements

Meralco applies email security measures to protect against phishing and spoofing. Make sure your email domain meets these requirements, because emails that fail them will be quarantined.

  1. Add an SPF record

Add a Sender Policy Framework (SPF) record to your Domain Name System (DNS) settings to authorize your servers to send emails on your behalf.

  2. Sign your emails with DKIM

Add a DomainKeys Identified Mail (DKIM) signature to your emails that Meralco’s mail server can verify, to ensure the integrity and authenticity of each email.

  3. Set up a DMARC policy

Set up a Domain-based Message Authentication, Reporting and Conformance (DMARC) policy so that your SPF and DKIM settings work together properly to manage unauthenticated emails.

  4. Keep your sending domain in good standing

Maintain good cybersecurity hygiene to avoid email blocking. Meralco monitors emails from domains or IP addresses with poor reputation scores, and emails from a domain or IP address with a record of poor or low reputation may be blocked by Meralco’s security controls.

  5. If your email is returned undelivered

Emails blocked by Meralco’s security controls are considered undelivered. If you receive a Non-Delivery Report (NDR) or bounce-back message, coordinate with your email administrator to resolve the issue and resend the complete email with all required attachments. If your email administrator receives an undelivered report when you submit bid eligibility requirements or proposals to the BAC Secretariat and Bid Reception accounts, contact Supply Chain Management at Meralco_BAC_Secretariat@meralco.com.ph.

  6. Keep attachments within 15 MB

The maximum email attachment size is 15 MB. Compress or zip larger files, or split them across multiple emails, and confirm that each email is delivered successfully.
